Hugh Sumner to Seek D.A. Office

Berwick, PA (February 3, 2003) - Berwick attorney Hugh Sumner
announces today his candidacy for the Democratic nomination for the Office
of District Attorney of Columbia County. "After careful consideration,
I believe Columbia County faces a severe crisis in regards to the prosecution
of the law. No longer can I remain silent on this issue. I feel compelled
to seek the office of district attorney," said Sumner.
Sumner, 46, has served as public defender in Columbia County since 1986.
His extensive public service and successful court record form the basis
of the campaign. According to the Prothonotary Office of Columbia County,
Sumner has amassed a total of 1,600 criminal representations since 1986,
a record of service to Columbia County unmatched by any candidate.
Former Columbia County commissioner and current Berwick Borough President
Lucille Whitmire endorsed Sumner stating, "I have known Attorney
Sumner for over 15 years and have found him to be a hardworking, intelligent,
and committed public servant. He will make an outstanding district attorney."
As district attorney, Sumner will focus on a number of key objectives
such as improving the office's current case management record, establishing
better coordination with the sheriff's office, and combating the rise
in drug and drug-related crimes. Paramount in Sumner's view is the issue
of case management. "I have witnessed cases where the defendant has pled
guilty to a crime only to have the judge dismiss the cases for lack of
action on the part of the district attorney's office," said Sumner. This
mismanagement of cases, in Sumner's view, leads to questionable plea agreements
or the dismissal of cases of guilty offenders. "It is imperative
for the safety of the citizens of Columbia County that cases go before
the court in a timely and thoroughly-prepared fashion."
In regards to combating drugs and drug-related crimes, Sumner added,
"The increase in drug offenses is alarming. We must all work together
to confront the problem that drugs bring to our community. By arresting
and convicting those who violate our drug laws, we will also combat collateral
crimes such as burglary and theft committed by these drug offenders desperate
to support their habits," said Sumner.
According to Sumner, the face of criminal activity is changing. Not only
is it becoming increasingly sophisticated, but it is also impacting more
segments of society. "We must be concerned about our children's safety
in schools and their being lured by Internet predators. We must protect
our senior citizens who are being victimized by elaborate defrauding schemes.
We must be vigilant in guarding our citizens against identity theft and
having their payroll checks pirated by thieves. All of these crimes require
vigorous prosecution," said Sumner.
Along with the responsibilities of the public defender's office, Sumner
has operated as a sole proprietor in the general practice of law since
1985. Previously, Sumner served as law clerk for two years to Judge Jay
W. Myers. After graduating from Mansfield University in 1978, Sumner attended
and received his Juris Doctor from Dickinson School of Law in 1982.
Sumner added, "I have dedicated nearly two decades of service for the
citizens of Columbia County. I now ask them to allow me to bring that
experience to the office of district attorney."
